Civille was engaged by WSROC to develop the Heatwave Management Guide. This guide supports councils to develop locally-tailored approaches to heatwave management by outlining councils’ roles, identifying where they can have a beneficial impact, and providing evidence and best practice examples to help councils make the case for new initiatives. It is organised into seven main topics, reflecting the way that councils are structured and operate: risk assessment, strategic planning, council operations, cool places, community resilience, communications, and emergency management.
To prepare the Guide, we undertook a comprehensive literature review and consulted with over 175 staff from across 30 Greater Sydney councils, as well as a range of Greater Sydney Heat Taskforce stakeholders including local health districts, NSW Reconstruction Authority and the Australian Red Cross.
Heatwave management remains a complex, and rapidly evolving area. The Guide provides a starting point to navigate these challenges.
